I have a long story but I'm hoping there is no need for it.
I need to make a lid to fit a spout and I’d like to make it with a chisel on the lathe. The lid has an internal diameter of 16mm and slides down the spout about 20mm. The lid should be as-near-as-possible 16mm all the way down. The bottom of the inside of the lid will be flat and there will be a ‘core’ left in the middle of the lid: something like a natural dip stick. The core will be waste only and will have no use but I have to recreate a historical artefact here and the tool must create the same effect.
I’m thinking of, say a 7mm diameter bar with a flat cutting end. At the moment I am using a 7mm bedan but it is square in section which drives the tool towards the centre and tapers the bore. I am tapering the spout to fit but it would be much better to have a bar that fits into the curve of the inside of the lid.
Any suggestions?

Any chance of a sketch to help explain it? I am thinking you have a 16mm diameter hole to drill, but want to retain a 2mm core protruding from the block, if that is correct then I would make it in 2 pieces, bore out the 16mm hole to 25mm, and make a second piece with a 15.5mm x 5mm end and a 2mm "dip stick" of whatever length then glue that in.

Just found out the back of the lid is radiused and not flat. Just ordered a 16mm spoon bit from Tool Nutz to see if it will do the job. I'll make a chisel handle for it and see if I can hold it in my hand and turn the piece on the lathe very slowly. If I bore slightly below centre, I might keep a little core of waste wood in the middle like the originals. Basically, I'm making a wooden 'bottle top' like those on wine bottles only with no screw thread. The hole has to be parallel down its internal bore. If the hole were bigger, I would use my ninety degree box scraper but mine wont fit such a small diameter and would not leave the waste central core I want to recreate.
