I have a number of the small Red Aluminium Handles and recently needed to change the blades in two and found the grub screws locked solid, tried all the obvious tricks, heating, soaking in releasing fluid and WD 40 but with no success.
Any suggestions or is this a case of different materials, the Aluminium and Steel not working well together?

Aluminium and steel are a bad match, not used it in the woodwork shop but in the garage I maintain a number of motorcycles and always use copperslip as a barrier between steel bolts in aluminium cases.
One fluid you may not have tried which has been successful for me on occasion is vinegar, phosphoric acid is the recommended way of getting rid of aluminium oxide, but I can't pinch that from the kitchen so have used vinegar successfully on a few stubborn motorcycle engines with bi-metallic corrosion problems.
I am guessing we are talking fine thread screws with small (4mm?) diameter so it may be impossible for any fluid to penetrate. this leaves you with little choice but to drill them out go for a 3mm bit and try to collapse the screw away from the thread, if that fails then is it possible to drill and tap a thread on the opposite side?
